 
Open FrontPage and Click on File
then New then Page or Web as shown on the left. You will choose
blank web when prompted.
Then click on file and then import
as shown on your right.

You will then be brought to
this window and you will either choose Add a file or Add a
Folder.
If your web is already within a folder then choose add a folder. If
you wish to add individual files from several places choose Add
File.

I chose Add Folder but it
will look basically the same for either one. While in this
window you will choose what it is you want to import into your
new web.
Then choose open.

 You
will end up creating a similar list to this. When you are done
adding your files to the list click on OK at the bottom of the
window.

 You
should now have a list that looks like the graphic on the left. Open
one of the HTML documents and you will see your page as shown in the
graphic below.
Now you can either edit or
publish your web.
